Have you ever used x10 hosting before? I personally think they're the best free host on the internet, and they're great for those who are on a budget or is just starting out! I've used them for years when I first dove into self hosting forums. 
Though most modern forum scripts load slowly on their servers, so it's best to stick with lightweight software such as PunBB or FluxBB.
